Fourteen minutes in August: a write-up

What happened

For fourteen minutes, a share of requests queued behind a connection pool that was smaller than anyone remembered setting it. The load balancer was patient. The users were less so.

What we changed

The default is now explicit, reviewed and alerting. We are still watching the queue depth.
